In Prison In Caesarea: After his arrest in Jerusalem the Roman Commander in Jerusalem transfers Paul to a higher authority -- Governor Felix -- in Caesarea. In Caesarea he was kept under guard, but given some freedom and his friends were allowed to take care of his needs. Governor Felix was hoping Paul would offer him a bribe, so he sent for him frequently. However, Paul remained in Felix's custody for two years.
Porcius Festus replaced Felix as governor. Fetus, wanting to do a favor for the Jews, was considering sending Paul to Jerusalem for trial. Knowing that this will result in his death, Paul uses his rights as a Roman citizen and appeals to Caesar.
Paul is then sent to Rome to present his appeal to Caesar.
